not only that. there is a reason why DOT limits only to 4 lamps at any given time, and why foglights turn off when high beams are on. it comes down to how much light is projected in front of you. if you blind someone with high beams they can still see some what, with a light mounted that high, they won't even be able to see at all. like being interrogated with a light in your face.

Some of our cars at work have lights mounted there... even with a "hood" like that, you get a TON of light leaking around and projecting all over the interior of the car, blinding at night. We ended up using silicone sealant around the hood to seal out any light leaks (and that's with hoods made specifically for our windshields, not one-for-all hoods like this.)
But that does look kinda cool though!
