It's for a "Ham" (Amateur) radio. It also works on the FRS/GMRS bands but at 45 watts output not the pissy 1 watt of most walky talkys.

But that one is little, look at the one on my company car (the Pontiac Grand Prix) in the back.

That sucker is 12.5 feet to the top! What you can't see very well is the 6' whip on top of the large aluminum antenna on the back.
