I'm a new member, but I have been stalking the forum for the last 9 months. All my mods have come from ideas on here so thanks to everyone who has posted. I was wondering if someone could help me out on a noob question.. (YES I searched first and nothing)

I tried posting a new thread in the personal marketplace, and it won't let me. I have some test pipes for sale. Is there a certain number of posts I have to reach before I can post or whats up?! Thanks in advance.
