Angry The Problem

Ive searched the forum the last couple days. Didnt really find what I was looking for....

Anyone know what to do about the head of a oil pan bolt snapping off?

It all started with changing my oil. This was the first time doing it myself instead of the local dealer (non infiniti/nissan). They had cross threaded my drain plug so I couldn't get it back in obviously. Took my oil pan off because I didnt want the shop charging me for taking it off/jacking my car etc...so I took it to a shop and they charged me $40 to rethread it...whatever. I initially left off the plastic cover to make sure nothing would leak -the shop didnt put on a crush washer but torqued it down so i didn't want to mess with it. A week went by and it was fine, then i started noticing small spots on the driveway about the size of a quarter. I went to the parts store and got a torque wrench and decided to loosen the oil pan bolts and then re-tighten to spec (78 in-lb? is what I read on here) I got all the way around the pan then of course the last one kept going and right when I thought something was weird SNAP

Then I felt the the top, luckily its one that protrudes through its hole. It was sticking out what felt like almost a quarter inch...so quite a lot. So what do I do? Should I have changed all my bolts after i took them off and replaced them? I didn't think that was something necessary because I hadn't read it anywhere. Also, how do i get that piece out!? Needle nose pliers and luck? It seems pretty dang tight, or should i try drilling it out piece by piece or something? I could drill out and replace with a nut and bolt.

That is goop from the bolt and part of the oil pan gasket in the hole, not metal.
