Nice headlight! Car looks like it has potential to be a real looker. Fuel gauge was fixed for me by cleaning the contacts on the fuel sending unit with some sandpaper. Constantly running with an empty tank seems to cause them to varnish up again over time. I need to do it again 4 years later.

You can check what info the sending unit is sending back to the dash by reading resistance across two of the pins on two different harnesses the resistance scales depending on how much fuel is in the tank, the pump is under the back seat, takes about 5 seconds to remove the lower portion of the back seat. There are two tabs at the bottom front edge that you pull out towards the front of the car, then lift up the seat cushion. Don't need to pull the pump, just unplug it's harness and use a digital multimeter to read how many ohms are across the pins shown in the FSM.
The info on reading resistance on the sender is located in section DI - Driver Information under the gas gauge section. If it's sending the correct resistance to the dash then the problem is almost always a failed instrument cluster.
