hello. I would like to have your input on the rust on the engine bay.Is it concerning.

 

Grab a small wire brush and brush off the surface rust, then grab a small can of primer from home depot and apply using a brush. Lucky for you, your paint is Primer Gray!
But no concern, UNLESS, you can poke holes with your fingers, then it's beyond concerning!
