Rear brake rotor question

Started to change rotor when I noticed a rubber (?) plug between 2 wheel studs. What is it? Can I just remove rotor and put the plug in the new rotor?

yes just swap it..it for adjustments to the drum brakes inside the rotors after rotors are on
