The money from citations goes to the city where the violation occurred. So local PD's and Sheriffs will write this alot to get revenue for their city or county. They money from the ticket does not go to the state. Raising registration fees is one of the ways CA generates revenue (so they can pay me my raises). The ticket that helps me personally is to write people for expired registration. Or to write people who move to CA and never register their cars here in CA.

animal in the back of the vehicle in a space intended for any load on
