unfortunately this shot is not fixable..
it looks like you used a 1/8 shutter.. try speeding it up a little to like say 1/80 and you will have a better shot of capturing it.

Here's one i took today, this is my first real attempt at motion shots.. keep in mind i was driving with one hand and holding the camera with another so they're not the clearest pictures, a little grainy as well.
