hit up ccw and see if they know who ordered it, there can't be too many of that wheel going out to virginia, perhaps they can give you the shop that ordered it and go from there to find the owner. I've creeped on peoples shops and custom work via asking the manufacturer, works pretty well.

Those bolts are from ARP. CCW offers the option to get the ARP hardware coated in Neo Chrome when ordering wheels.
I don't they'd supply them on their own and I'm not sure if ARP sells them in the market like that either. Worth a shot though...just email CCW and ask.
