Yes it is the oem bumper/lip. I cut out the factory mesh and put in some mesh to match the grille. (Painted because i dont really care for the standard mesh colour)

Its actually the factory grille. I had a good friend of mine cut out the center fins out of the factory grille and fiberglass the gap between the top and second fin, and the bottom fin and the one above it, and on the sides.
