thats rolled but could be rolled a tad more although it will be hard, its a double panel, more roll with a roller and a rubber mallet will do the trick. Make sure to bang the flap closer to the bumper or you will rub a lot if you run a low offset

 

My buddy is running a 225/35 on a 19x8.5 +7 offset and a 235/30 on a 19x10.5 +10 offset
