You have an 08, how often do you actually have to smog? Like every 5 years or something here in California for 05+ model years.
I say just go catless. You'll have your stock downpipe anyway right? I don't see a problem in replacing the downpipe for smog tests/emissions every 5 years lol.

ouch that sucks lol.
Well. DP's aren't hard. Just a lot of reaching and arm twisting here and there.
Well if you're going catted or catless, I don't think you'll notice much of difference in tone. Maybe volume. And you'll definitely smell the gasses in your car.
I have no cats on my evo, and if you're driving in city and you're not used to it, you will get headaches after a while.
That carbon monoxide is no joke!
If I could, I would go catted, and also get a super quiet exhaust. I prefer to be able to talk to my passengers. It's awkward with a loud exhaust and having passengers, since it feels like I'm driving alone because they don't want to talk to me (can't hear).
Unfortunately with my built motor + tune, any exhaust setup will be loud and smelly.
I vote catted, save yourself the headache. (seriously) lol

The progression started derailed with the TT & //M emblems, , then got on track with the debadging, then smooth sailing for a while with the nice exhaust, IC, concave rims... now it's starting to go sour again with the red mirrors, m front...
Now bright red inserts?
