Best way to sand/pant wheels?

I am buying 17" snow tires from a local guy up here. The wheels are ****ing chrome though

What is the best way to get these down to a finish where I can paint them myself? What paint is best? Spray paint? Should I go to an auto-store and buy specific auto paint?

I really don't care about looks because they are mainly snow tires 100%. I just want them flat black really.

That wont work for chrome tho.... Unfortunatly the chrome needs to be stripped

You can try airplane stripper, sold at home depot

Not worth the trouble. Just paint them flat black and keep a can in the trunk for touch-ups.

That is the right way to do it, but you could try sanding the chrome, I dont think the paint will hold up well.
