Naw they are painted Twilight Blue. The best thing to do, since you are getting a rear bumper painted, is to get the splash guards molded in, and then they spray the whole thing, it would look sick.
Here's a pic of it, I was about to put it in the marketplace for substantially more, but this way I keep it local, and also help a fellow S FL G driver.

i personally would skip the pin stripe on the wheels but thats just me

not too shabby yourself there homie! needs some spacers and your good to go. and i personally wouldnt do the pin stripe i think its played out but if you like it go for it. but the car is coming up quick!
