are the locking nuts?? and from 1-10 what would you rate them?? also y selling??

 

That black pc is the lock for all the lugs. Thats the key to the lugs youll need to take off and on all the lugs. i would say 8.. nothing is wrong with them beside some the neo chrome area where you screw is off alil(where no one can see after its on). The reason im selling cause i sold my wheels and im on stock 17s with stock lug nuts. I dont need these lugs any more.
