Spy plane over Katy, Texas - WTF?

Spy plane over Katy, Texas - WTF?
This spy plane has been doing circuts over my house late this afternoon and evening - it has made 5-6 passes taking about 40mins in between.
I didn't see anything on the net about it - anyone knwo what might be going on?
This is def the plane - I got a good look at it as it went overhead at about 500ft - in daylight. It is now 10:45pm and it just went over again. I noticed clearly the 4 prop engines, and the down-looking radar dome on the front section of the plane.

but seriously...wtf? What's going on in Katy that needs a spy plane overhead? Yao Ming defecting - nope, Ken Lay being monitored - not anymore, drug deals going down at Williams Eementary - maybe...
