sound like you should do something I did to a towing company once when they pissed me off made me pay $300 to get my equipment back.

Most of the towing companies work 24/7
so what I did I would call them at night (mostly) and hire them to tow my "imaginary" car from all kinds of wicked location (blocking my # obviously or using internet to call them).

reminds me of the story my wife told me about a week ago. One of their work vans needed towing and her company has a contract with a towing company for just such emergencies.

Triple A shows up, says they are there to tow as they were called out so the driver okay's it. He gets back to the office and his boss asks him, "where's the van? The towing company has been calling for 20 minutes and they cant find it."

Yup. Triple A stole the tow and put it in their yard. When the van driver and his boss went to go confront the towing company, the towing company denied any wrong doing but they would knock off the towing fees because they were just really good guys....... but they still had the car on their lot so, the towing company was really sorry but, as they put it .. "you'll still need to pay the storage fees ..... "

If I had a gun I don't think I would pull it out on them, most tow truck drivers pack heat themselves.

Just FYI, this is common practice among dishonest tow truck drivers. They have contracts with apartment complexes and hoa's, They go in and tow people's cars even if they are parked legally. They make some bs excuse and it is your word against theirs. They should be taking pictures to document the violation, but they usually won't because they are in the wrong. I would contact the person in charge at the trailer park and tell them about what the driver did. If they lose the contract that is money out of their pockets. If the tow company has a contract with your local law enforcement contact them, ask who handles the contract and tell them what happened. They will contact the tow company and possibly cancel the contract.

I don't think all tow truck driver's engage in thsi type of activity, but obviously some do.

Many people in the trailer park said that the guy who is managing the place takes a cut from the tow truck company aswell by calling them whenver there are cars parked in guest or around the trailer park. Many people has vandalized his car and house but I think that would drive him to tow more cars for no reason.

Well them go above him. There is probably a property management company he answers to. Contact them and tell them about the kick backs he is receiving and any other unethical activities he is engaging in. They will probably fire him. If they don't do something, I am sure the park is owned by someone (usually available through your local city); write a letter to that person. Just a matter of how much you and the people living there are willing to work to solve the problem.
