My passenger seat belt will not disengage.....the belt is LOCKED. I tried to feed it back in and try to pull...but nothing.

I removed the rear side panel to see if there was anything that looked funky....but nothing....so I removed the panel and removed the bolt that holds the pivot of the seat belt to try to feed it back a little to see if that works...NOPE....I fed it back and not I can't even put the bolt back on because there isnt enough length

Seems like the seat belt harness is staying at the LOCK position for some reason. Anyone with the service manual, can you see if there is a way to release this LOCK..??? I removed the negative terminal from the battery to see if it was power sensitive....I guess not....

I don't wanna bring my car to infiniti...but if I have to then I will.... anyone with any suggestions????
