Bolt Extraction

I have 4 titanium bolts broken in the barrel of my wheel and cannot get them out. I bought a bolt extraction kit but still couldn't get them. There is no access to them from the bottom, just the top. Anyone have any suggestions? Or know anywhere I can take it to have them pulled out for me?

How did they break? I'm thinking they're not titanium if there are 4 broken bolts. Got pics?
