Ran into this on the internet

While cruising to McDonald's today I saw aw Volvo S60 (probably 04) w/ the vintage YELLOW FONT on BLUE california plates... looked real nice/vintage.
So I did a bit of a search and founds this:

AM curious if I can just purchase that put in my current license plate numbers (the registered plate for my car) and just slap it on my car w/ the registration sticker etc, etc...?
I'm not too sure w/ what the whole DMV process is like, TIA!

Yeahh, I'm not sure how come... I Guess conflict of interest w/ the DMV.... either way I was just thinking, as long as it says CALIFORNIA.... and it has the PROPER registration tags on the upper left and right (MONTH on left) (Year on RIGHT)... shouldn't be a problem right?
