Underneath steering column and dash noise

Imagine putting a playing card between the spokes of a bicycle wheel and and hearing the "flapping noise" when the spoke hits the playing card.

Well this is the noise I've been hearing coming from underneath my steering column and dash. It happens when I've backed out of my driveway and shift into "D" and acclerate. Last night it was at its worst.

Any ideas as to what this can be?

Been wondering about that myself. I hear it sometimes but can't replicate what could be causing it.

Sometimes, if i adjust the steering wheel to the extremes and back to my preferred position, it goes away. Other times it goes away by itself.

My uneducated guess is some wiring harness strap.
