HELP with Journey Lip Install

Okay, so I finally had some free time to install. I have two issues:

1. The instructions call for 25mm holes (to put clips on), but the figure shows it being fully within the flat part of the under bumper. Lining up the 25mm (I am using 1" which comes up as 24.9mm), it actually hangs over the first lip (coming up the bumper).

2. For the life of me, I cannot figure out how to put in the cut out "D". I think I am okay because I can put the lip on and see where the screws are supposed to go and can drill that way. Has anyone done it that way or can anyone tell me how to put on that cut out?

Thanks!!!!

Other than this, has been really straightforward.

I finally got the cahones and just drilled the holes. Fit like a glove. This really fills the car out. I think it makes the biggest difference on the side profile.
