Just curious, why are cops breaking things up? Do the business request it? If people are patronizing the businesses and this is all taking place on private property, what authority do the police have to break it up?"
yes they do because I remember I spoke the owner of flames once an he did say that he was gonna start calling the police to break it up because the people were not really showing "love" to his buisness so thats why flames stoped on thursdays.

Stern, the business (Starbucks) does not request everyone to leave. However, because Starbucks is closed and people are still loitering its parking lot, the cops have a right to do kick people. When people first show up (early and when Starbucks is still open), they go into Starbucks for a drink and walk around the lot freely. Another reason that people decide to leave is that cops issue tickets there now. If you have no front plate, they will get you wether you like it or not. There is no rule or law that says they can't give out tickets =)
