but at what price range am i looking at? for 19" volks rim with or without tires
not talking about a specific volks rim but they should all be around the same price right?

they are around the same... depending on who you talk to you can get them from anywhere from 2400 to 2800 for wheels only... sometimes cheaper if you know the right people...width and finish will also take into factor of the price

I bought my 19" GT-C's for $3600 with tires. Toyo T1R I belive. That was with tax, mounting and balancing.

 

bought my set of 19" LE37T with Michelin Pilot Sport tires for $4000.
