i'd would say yes in some cases since 19s are not as common of a size as 20s are. It is starting to even out though as more aftermarket rims are being made in 19. go to tire rack and compare the same tire in those different sizes and you'll see.

Really cheap tires can be found on www.Onlinetires.com but they arent mounted/balanced or anything.
