fixing and painting oem rims

k well i scratched my rims on a curb and now im so i found a diy on how to repair my rims but instead of trying to match the color back to the alloy color i wanted to paint them black with a red lip. So my question is do I need to do anything like take off some paint before i start to paint my rims??? I hope i can do this
