OEM 19" locks -- What do you think?

I bought my 07 coupe from a 3rd party dealer with about 10k miles on it. After about 7 months of owning it, I just now realized that I'm missing 3 lug nuts. They've been replaced (at one point or another) with regular nuts. One on each of 3 of the wheels. The driver side front has all 5 lug nuts.

My first thought is that maybe the missing ones were the wheel locks. But do all oem wheels come with wheel locks from the factory? My one wheel with all 5 lug nuts on it are just that: lug nuts. As in, no locks on that one either. I deduced that by loosening all 5 with my lug wrench in the trunk. (I know, clever right?) Either that, or if there is a lock on it, it's not working.

Think I should get replacement locks? They're just OEM rims with a bit of rash on 2 of em. Maybe I should just buy 3 more lug nuts...
