How wheel spacers affect driving?

I made mistake when I bought my rims online. The tires' are too low and they make 18" look small. Well, time for new set of tires. The guy at the tire shop said I don't have enough clearance for taller tires unless I put on a set of spacers so the wheels can come out a bit.

Is this good/stable/safe to have wheel spacers?
