For those with fully shaved fenders...did the metal split?

My fenders are already shaved, only a few mm left, but I want to shave it all the way to the edge. Can't roll because there is nothing there. From my understanding, the metal in the inner fender lining can split (2 sheets). Is that how it is on our cars?
