New outer barrels
Does anyone know of a place that just sells the outer barrels. I want to extend my wheel about .5 so I would be running 9.5 f and 10.5 rear.

Depends on your wheel brand, your OE wheel company might have something available, otherwise there is a company out there that cuts/welds an added band to the desired thickness.
