swapping tires

my car had a bad alignment so now my front inner tires are all worned down. Is it ok if i unmount the front tires and swap them left and right?
I currently fixed the alignments and have -.2 and -.3 camber.
Also, is it necessary to balance the tires after mounting back on? This guy asked for $60 for both front left and right with tire balancing... dunno if this is a good deal.
The reason i wanna do this is because my car is still pulling to the right. So i'm guessing it's because of the uneven tire wear pattern between the left and right.
