do i have to use the aluminum polishing set during the sanding process, or use it after im done sanding??

also would i need to use the aluminum polish often?? or is it like a one time thing??
would the sanded part of the wheel get dull after few washes or couple of rainy days?

Tools Need are

Small DA sander
320 Grit and 400 Grit Sandpaper
1000 Grit Wet Sandpaper
Aluminum Polish
Clear Paint (Optional)

Lift up opposing rim
Sand out all damage about 2 inches past damaged area with 320 grit
Refine the shape with 400 grit
Spray the area with water and hand sand with 1000 grit sandpaper
Dry the repair area
Polish

^^+++1 on what tmack6 is saying.. but one question.. what if the rim already has clear coat on the polished lip? if that make sense.. so after sanding and polishing do i have to re clear coat the rim?

any know of a inexpensive local rims shop that fixes curb rash and powder coats?

There are TONS of wheel repair specialists around Southern California. Wheelflip, if they're still accepting orders.
