My front two tires seem more worn out then my back two tires. One tire in the passenger side front has this deterioration in the middle (see second pic), but the thread itself seems to be still okay. Does this look like it's a safety issue I should replace (both?).

depends what caused it.
Looks like it was either rubbed up along a curb a lot or the tire was run flat. If the tire was run flat or with very low pressure it can make the tire pretty unsafe.

 

"Your life may depend on what's between you and the road!" Second tire needs replacing, no doubt! Check the other tire for small cracks on both sides, if you find the smallest crack replace both! Tire Rack sells tires at cost...check 'em out!
