Polishing wheels?

I have polished wheel lips and I used some wheel polish on them but when I took the stuff off it left some swirl marks, I thought this would make them as shiny as can be but thats not the case. Did I do something wrong?

are the lips clearcoated? if they are you ca not use wheel polish on them. what kind of wheels are they?
