Lower offset, stock height, negative camber?

I was just in the middle of reading up about info. on wheel fitment and etc. I know how to fit wheels on my car.. but i'm just curious if this statement is true?

"The lower offset you run the more neg. camber you will have." Someone said. "You can have you car slammed on 18x10 with an offset of 45mm, and you can have your car slammed on 18x10 with an offset of 15mm. The ones with the lower offset will have more neg. camber."

The statements above were quoted from another forum.. and would like to double check if this is true. I know for a fact that camber changes when your car is lowered or raised, but does offset of wheels play any role?
