Question Wheels and offset?

I'm a newbie so bare with me because I do need advice from the far more experienced. I'm about to get a G35 coupe, either "03 or '04, from an auto auction. I'll have some time to do a few mods so I am looking to lower and put some rims on the car.

First, I was thinking about lowering the car 1 inch. How does that sound? Not low enough? Will it make a visual difference?

Second, I am looking to put on the below-attached rims, in crome or hyper silver (suggestions?), on the car. I am thinking 19x8.5/19x9.5 staggered sizes. What is the right offset? I'm not sure what the heck that means. Also, what is the correct bolt pattern while I'm at it? Lastly, what if I go with 18s, is there anything else I should consider?

I know, tons of questions but any help is greatly needed and appreciated.
