The reason I'm asking is in the tutorial for replacing the lights I recall reading that the bottom light is the low beam.. plus it makes sense since the light looks weird without the bottom on lol

Weird. No, the top which is pure HID is low beam. Just in case I was dyslexic I just checked my 2004 in the driveway. Low beam top lights are on, the HID's. High beam adds a bright Halogen light on the 2004 from the lower part.
If it's wrong then my car has been wrong from Day 1 back in Nov 2003. I am the original and only owner. But you'd be running 90% of the time not using HID's on the 2004 if the bottom was low beam.
The bottom light is your "fog" light too, which makes a lot of sense as it puts down a little more yellow spectrum beam on the road right in front of you. High mounted fogs would be useless.
The original paper says "High mounted Xenon HID Headlights":
