1. grip the chrome trim ring at the base of the **** from both sides and push straight down.
2. There is a small wire clip that holds the **** onto the shaft, pull that straight out.
3. The **** will now pull off with ease.
4. Unscrew the bottom/base of the new **** and drop it onto the shaft.
5. Back the set-ccrews of the internal collar out enough so you can drop the collar onto the shaft on top of the base.
6. Hold the collar up to the part of the shaft where the metal stops and tighten the set screws.
7. Drop the top of the new **** (with the spring inside) onto the shaft.
8. Bring the **** bottom up and screw it onto the top.
Drive and enjoy.

...also on a different note sometimes the car will not let me take the keys out of the ignition and i know its because of the **** but don't know how to deal with it??

^ that just means that the **** was still compressed. You might need to adjust the height of the **** so that it springs back up all the way. It its not all the way up, it will lock the key in.
