There are more than just numbers to pricing. Majority of the G/Z crowd HIGHLY prefer 9.5/10.5 combo over the 9/10. As far as strictly pricing, yeah it's only about 40 bucks per wheel. However, your little pee brain is not big enough to consider the supply & demand. Sure, the supply may not be super drained, but the demand is much higher than the 9/10 setup. Of course shops will give bigger discounts on that setup.
