ballast are included.

This headlight is COMPLETE w/ phillips 6000k bulbs.

I would call it a rip off. I have done many sets now. The ccfl strips are 12 dollars (including shipping), paint is 10 dollars, and clear plate is 8 bucks (a large piece). All together cost is 30 bucks and takes maybe an hour at most for the labor. Most the time is spent waiting for the paint to dry. I use to do it for 50 bucks to anyone local in 1 day including parts. I would sell them at most 200.

I takes more than an hour to get the CCFL strips evenly lit and clear looking again, I spent 2-3 hours just wetsanding the cuts to get a transparent look to them again

Well.. I have no desire to do all that.. so to you it's a rip off, to me it not, thats why I bought them.
