My budget is like Blazeplacids I buy speakers once every 3-4 years. So I don't mind spending the money on that. although I haven't bought a set of $1000 speakers I don't rule it out. I look at it like this $1000 over 4 years = 250 per year. And you may not like the sound out of those $250 speakers so next year you buy another set in the same price range plus install if you aren't handy.
Although $250 might get you some decent speakers they may not give you the same enjoyment as the $1000
So to me speakers are an investment.

there is... but best thing to do is go listen to speakers, all of us have different tones they prefer, amazingly a lot of people like infinity speakers. to me they sound tinny and lack depth and richness of sound but their mids are decent.
but listen to a variety of speakers, sometimes price isn't the best determining factor

My favorite spot for car audio http://woofersetc.com/
1-DLS Iridium 2 way/3 way =$510/$615
2-DLS UP6i =$320
3-Dynaudio Esotec System 242(if I had the money)=$750
I currently have the DLS Uridium 3 way and love it.

Infinity comps to me sound ok on a budget, the referance to me have a decent tweeter, kinda bright but you can turn it down to -3 on the crossover
sides from that I like CDT, they have a laid back tweet.
Whats a rough price you wanna pay?
Are you putting them in yourself? If not then the install will eat up about $150-200 (possible less or more) depending on what you want to do and where you go
