Outside Temp Gauge is TRIPPING!

Last week or two I've been getting odd readouts on the outside temp gauge (digital gauge), but eventually getting up to the right temp when I start to drive around. Today I was at school all day, and the car was parked in the sun, I moved it from lot to lot several times, but kept getting a read out of 57 to 59 degrees, even though it was about 75 most of the day. Yesterday, I had to jump start my dad's car, something that I've done plenty of times and have no problem doing, just noting it as a possible culprit if anyone knows anything (even though I doubt it). If anyone has any info as to why this happens or what I can do to fix it (reset somehow, new thermometer, etc...) let me know because it kinda annoys me, and is nice to have when I can't tell what the weather is like in San Francisco.

Mine often reads up to 20° under what the actual outside temp is. I even had the sensor replaced under warranty and it still does it. Dealer has no idea why.

Mines usually off as well.
I wonder where they have the sensor?

It's behind the grill in front of the radiator. If you open the hood and look down it's right there.
