Hertz is a high end brand with a great reputation, I think they're made in Italy.
They are pretty rare in the US and I'm not aware of any authorized internet dealers. Here's a Hertz discussion on DIYMA.

I have Hertz components on front door/tweeter and on the back side panels with the tweeters in the back window area facing forward of my coupe...
In the trunk are 2 10'' W6V2.
Overall, the Hertz sound pretty good, no distortion of sound at high volumes as stated above.
I'm satisfied with my purchase and install..

Speakers usually only blow because of too much distortion. Caused by not enough power, poor quality of amp, improper x-over points, playing an amp for long periods of time at high volumes will cause the amp to heat up extremly and produce poor quality output. Size of the enclosure can also play a small part.
I have Hertz subs and components in my trunk and I am very happy with them.
They do make different levels of speakers, just depends on your budget and sound quality acceptance.

Actually, the not enough power statement is a huge a myth.

What it usually is though, is that when someone doesn't have enough power, they crank up the gain, thinking it's a volume ****, when really its just a signal....the gain **** increases that signal. Trying to compensate for lack of power can cause clipping and that can damage the amp as well as the sub. As you mentioned, distortion (the amount varies) will destroy a speaker.

Sure, you could run 1 watt of power to your sub and it wont blow. If you are trying to get the volume to a desired sound level it will take more power.
Just to increase the SPL by 3, it takes twice as much power. So if you don't have the power to reach the desired SPL you will turn things up and the amp will clip/ distort.
