Condensation? Max volume static problem...

Hey everyone, I have been lurking the forums for a little while, but have been busy finishing up school so I have yet to post, that and I have been able to find everything I need so far via searching (kudos to the forum).

However, I have not been able to find a solution to the problem that has just recently started.
So here goes:

A week or so ago I drove through some HEAVY rain, after the drive I parked it in the garage and it sat a few days. I noticed condensation on the side of the car after it had been in the garage for 5-6 hours (figured it either wasn't dried yet or was just really humid outside). Anyways, next time I go to drive it I get belt squeak and heavy condensation coming out of the exhaust. This was fixed by tightening the belt tensioners (again, kudos to the forums for the DIY), drove off the condensation.

Now, to the problem that continues. When I start the car I am greeted by static at max volume, and I am also unable to adjust the volume or turn the radio on/off. I can switch to the CD player but that results in nothing happening at all (no volume, no static, no music). I pulled the radio fuse, it was fine, and replaced it. After doing so, I was again greeted by max volume static, but was ABLE to go to my CD player and listen to a CD, I was then ALSO able to go back to my radio and have it work normally. That is UNTIL I TURN THE KEY FROM ACC ON TO IGNITION and start the car, then I am back to max volume static and the CD player not working.

Note: the caps aren't for yelling, I am just trying to emphasize key points that may be confusing when trying to follow the symptoms of the problem.

Anyone experience anything like this? Anyone have any ideas?
And finally, if not, would I take this problem to a mechanic or to an audio shop?

Thank you very much for any input or ideas, I have appreciated finding and reading through the forums so far, maybe my problem can contribute to the forums in some way, heh.

Any feedback would be greatly appreciated!

Or, if you just have any thoughts whether I should take this problem to a mechanic, an audio shop, or the dealer?

(I know dealer would probably be best, but the closest Infiniti dealership is 2 hours away, I have a Nissan dealership in town if you think they could tackle it just the same)
