Here in Scottsdale photo radar has become a huge problem and is now even being deployed on stretches of highway by the local city (Scottsdale). Interestingly enough the state has taken exception to a city imposing radar (or law enforcement of any type) on state built highways and is now looking to take control of the situation:

go and take it all the way to the court. I had a friend of mine get away with a very similar ticket. what he said was genius IMO. He told the judge that there was a firetruck or amb. and that he needed to move out of the way. The judge let him go and the ticket was overturned. I am not saying to lie. The truth always works itself out but in this case if you tell the truth it will just sound like a lie. good luck.
