Flapping sound coming from front tire

When I'm taking turns and the tires screech, I sometimes hear the tires make a "flapping" sound. Running oem rays with Vredestein ultrac sessantas (225/40/19 front, 245/40/19 rear). My tire pressure is 38 front and 36 rear. Not sure if I should be concerned. It drives fine afterwards on local and highway.

Probably not related but I suddenly got a flapping sound last week, and it turned out to be a patch of tar on my front driver tire. Don't remember driving through wet tar anywhere and when I peeled the majority of it off thought the issue was resolved. Popped up again a couple of days later, the pressure of the car had flattened the remaining tar enough it was sticking out hitting the fender. Guess I'll just have to wait for it to wear off, too bad it's not on a rear tire.

I've got sounds coming from I think 1 rear tire, although i havn't which one... It's more of a whoosh/whoosh or actually a slight click/click in sync with wheel revolution. Brand new tires... It's constant with breaking and turning. Annoying. Any input would be great.
