Wheel locks install

In the past I've always jacked up each wheel when installing wheel locks. I'm in no mood to jack up 4 wheels to install wheel locks this time around. Can I just remove one lug with the wheel on the ground and install the wheel locks? Or is it not safe to remove a lug nut when the wheel is not in the air?

To install one lock on each wheel, no problem.

No problem at all. Just make sure that the wheel lock is lined up correctly with the stud.
