Please Help with CV JOINT

Hi guys. Here it goes quickly. I was checking tire pressure the this morning and noticed something in my rar drivers rim. On the inner part of the rim there is grease all around it, like it was splattered and spun! I took off the wheel and inspected the area and boom, the boot on my cv joint is busted. It seems to have been something from the road which sliced it up or something but its basicaly brand new, just with a small slit through which all the grease has come out of. Can they replace the boot only without having to take off the axle and the complete assembly? I was reading the TSB and it says you have to replace a lot of bolts and nuts if you remove the cv joint / axle so i was wondering if you guys could help me out. I need a reputable mechanic that handles these situations and i am not in budget to pay the dealer to screw me in the a$$ for this one. I live in the Miami, FL area 33015. I am looking for someone who would torque everything correctly etc back to its original specs. I cant afford to have something go wrong with the suspension while going 80 mph on the highway and something snaps or comes loose. You guys know what i mean, i just want quality. Let me know how you can help!

Yeah the reason they put new bolts on it because bolt stretch over time and washer stay compress which put no tension on the bolt. A axle is easy to change. They also put seals on to make sure nothing leaks.
