Sure, you can paint the rotor. Scrub off any surface rust and use some 1200 degree ceramic paint (or other high temp paint) from the auto parts store. The pad will immediately wear off any paint on the contact surface of the rotor.
This is an important thing to do before installing drilled/slotted rotors to keep the holes/slots from rusting. The rust doesn't hurt anything but it looks like hell.
I painted my Rotora rotors for that reason.
